The ECO Order for ECO4 sets out the policy of the scheme from April 2022 until March 2026. The final policy decisions reflect the responses to the consultation and will contribute to the government’s wider strategic aims including eradicating fuel poverty, achieving net zero commitments, and aligning with the government's heat and buildings strategy. 

The scheme administrator Ofgem have published their ECO4 Guidance:Delivery v2.0 along with their ECO4 Guidance: Administration v1.0. Following an amendment  to the Order known as ECO4A, Ofgem also published the Great British Insulation Scheme Delivery Guidance v1.0. These ECO4 schemes include a Flexible eligibility route and Ofgem have also published the Great British Insulation Scheme and ECO4 Local Authority Administration Guidance v1.0. These documents provide guidance on compliant delivery and following the rules and regulations laid in the ECO4 Order and it is vital that installers of ECO4 measures and projects follow these guidance documents.
