My name is Jean and I have spent more than ten years involved with the Energy Company Obligation. I have previously worked as an ECO guidance specialist for one of the large energy suppliers within the company's Obligation Department.
During that time I contributed to achieving CO2 savings of 11.5m/t, with LBS of £3.75b from over 350,000 measures delivered. Additionally, of the measures investigated by Ofgem, measures with a total value of £61m were saved from rejection.
I am now working as an independent ECO4 guidance specialist and offer support to installers of energy efficiency measures and participating ECO4 providers. As an installer or potential installer of ECO measures, particularly in the early days, there may be times when you have questions or you require specialist insight into the compliance requirements. I am an accredited Domestic Energy Assessor with Elmhurst Energy and I also have a place on the ECO Reporting Working Group as a representative on the supply chain side. This group is chaired by Ofgem and has representatives jointly from both the obligated suppliers and from the supply chain of ECO providers along with other organisations such as TrustMark, ECO Surv etc. The group meets usually quarterly to discuss feedback and changes to the standard templates and Ofgem documents, review measure evidence requirements and discuss any other issues or difficulties that arise with measure delivery and evidence.
My experience and past working environment has enabled me to interpret and understand the regulatory (Guidance) requirements, that are set out by Ofgem based on government policy and regulatory procedures. Additionally, I have been in a position to demonstrate constructive and influential relationships with key players, in particularly Ofgem, and also with some of the large suppliers and funders of ECO measures.
